All our Singapore Windows web hosting packages whether be in Windows 2000 or Windows 2003 contain a mechanism that automatically lock you out after 5 unsuccessful attempts. You need to wait for 30 minutes before being unlocked. This is a safety mechanism to prevent brute force attacks.
